God's unknown plan
Summary
V1 - Asking why God is so far off
V2 - Confidence of wicked that God will not judge

Why is God so far off?
The psalmist asks this question hoping to get an answer from God. What the answer is is not revealed to us. However, in asking this question, the psalmist reveals two characteristics we have.
1. We need God, especially in times of trouble.
2. We fail to understand the perfect will of God completely - we do not have, and will not have all the answers to why God does certain things - for example here, withholding His judgement on the wicked.
Confidence in the wicked that God will not judge
In verses 2 to 11,the psalmist goes on to describe the attitudes, mindsets and atrocities commited by the wicked, all im the confidence that God will not judge. They spite God - "God has forgotten; he covers His face and never sees". The truth is, this is the way things may seem now. Where was God during the gang rape in India? Where was God during he Syrian conflict? During world war 2? In north korea?
God's eventual judgement will come
Here is the Psalmist's belief and trust in God's great plan - penning down his faith in God. He believes that eventually God will call the wicked to account, even for things that would not have been found out. Nations will perish from God's land. God will encourage and defend the afflicted, and man shall terrify no more. The psalmist has not been promised anything by God - he simply has faith. And we see that faith being brought into a reality in Jesus Christ - who came once to offer forgiveness, should the wicked change their hearts and believe His calling, and will come once more to judge.
Key takeaway
We cannot deny the existence of wickedness in our world, sometimes even completely unchecked. However, like the psalmist, we must recognise our inability to comprehend God's plan, and place our trust in God to bring justice.

I wish I could have wrote this better.. Somehow I feel its kinda short and shallow, but I really can't see much further than i've wrote. Maybe its the headache. Or maybe its just my own troubles. Whatever it is, I hope I've done this psalm justice..
